I hate the euphemism "unintended conseuqnces" simply because "unintended consequences" means, "we completely ignored, idealistically so, that humans would be self-serving." This is usually the byproduct of some naive pampered government bureaucrat that never lived in the real world and is "shocked, SHOCKED" people would take advantage of the system.
